That the TO devs haven't committed to doing this for FO4? I know. That its not going to be a walk in the park to do it? I know. In any case - I'm not really sure what you're arguing here. It won't be 'Tale of Two Wastelands' similar - but I'm saying a lot of the reverse engineering that needs to be done (not *all of it*) is being done right now with the Skyrim engine. Otherwise the engine's internal functions are going to be pretty similar - same as Morrowind/Oblivion/FO3/FNV are similar despite a decade of iterative improvement.
Just enough data is sent to tell your computer to display flashy effect and that's it. So how the graphics engine works is not really important - that sort of data is not sent (its too much to push down the pipe) and, similar to MMOs, you'll only be able to see if someone is wearing something or using a flashy effect if you have the same plugins in the same order. Yeaaaaah, both computers run their own game, and the mod only sends sync data for postioning and actions (and eventually, quest states). So yeah, a lot off stuff will have to be redone. It's not just about the scripting engine but engine's internal functions, offsets, also FO4 is going to use dxgi only (dx11).
